The United States lacks regulations for the comedogenicity of cosmetic ingredients. Many companies use this to their advantage because they can produce mass quantities of acne products with cheap pore-clogging ingredients and label it as "non-comedogenic". This is confusing to the consumer because they're purchasing skincare products they presume won't make them break out, yet, they have the opposite effect.
